Every league argues about its rules. Rule Votes moves that argument out of the group chat and into a ballot with a record: a written proposal, a vote with a threshold agreed in advance, and a change that lands on a date nobody has to remember.
Who can propose
The commissioner decides who may open a proposal. Commissioner only is the default, so no league gains a member-proposal flow it never voted for. Members with seconds lets any manager draft one and send it to the ballot once enough leaguemates co-sign it, two by default. Any member drops the co-sign requirement entirely.
What a ballot carries
A ballot holds one or more proposals and closes at a set time. Each proposal names the setting it changes, shows the current value beside the proposed one, and carries worked examples built from your league's own numbers, so a vote on a scoring change shows what that change would have done rather than describing it.
You vote yes, no or abstain on each proposal separately, so a ballot of five changes is five decisions instead of one. A ballot can allow edits until it closes or lock your vote on submission, and it can hide the running tally until close, which stops the first three votes from anchoring the last nine.
Passing, and quorum
The pass rule is set per ballot: a fixed number of yes votes, or a fraction of either the eligible electorate or the votes actually cast. A quorum can sit on top of it, so a rule cannot change on three votes in a twelve-team league. The electorate is recorded when the ballot opens, so a manager who joins mid-vote cannot move the threshold underneath it.
When a change takes effect
A proposal that passes does not necessarily change your league today. Each one carries its own effective moment: immediately, at a date or a week you pick, at the start of an offseason phase, at the start of next season, or at the next rollover. One ballot can therefore carry a scoring fix that lands this week and a cap change that lands in two years.
Passed proposals wait in a queue until their moment arrives, and that queue is what the app reads. A pending amendment shows on the settings row it is going to change, and the commissioner can cancel one before it applies.
